Basically the guys who want to just hit and/or blast stuff over and over until it stops moving, but wants to have a lot of cool flavor text about how it's done.
This kind of focus on a PC behavior, goals, sentiments… this is something that you either roleplay by your own, or you find in the rules of a game. Maybe you only want to focus on fights and strategy, maybe you want to focus on the fact that certain characters start with a bad attitude, as villains, later in the game they become good guys, and so on.
So, it depends on what you want from a DBZ game, like Chomp-Chomp said. P.S.: Savage Worlds, to me, is too much focused on fights themselves, strategy, it even has rules in inches for using it as a tabletop strategy game… although I'm well aware that it can be played without miniatures, the point is that it doesn't have much focus on interpretation, nor does it encourage the player in describing the actions of his PC.
